Suicide PBIED, VBIED Terror

The United States is at risk from new and evolving suicide terror threats. The new and not so new forces engaged in terrorism have studied the U.S.A. approaches to security and have developed strategies designed to take advantage of the U.S.A. security shortfalls. Terrorists have repeatedly shown their willingness and ability to use explosives as weapons worldwide and there is ample evidence to support the conclusion that they will continue to use such devices to inflict harm. The threat of explosives attacks in the United States is of great concern considering terrorists’ demonstrated ability to make, obtain, and use explosives; the ready availability of components used in the construction of improvised Explosive Devices (EDs) and the relative technological ease with which an ED can be fashioned.

  • Homeland Security Presidential Directive 19 (HSPD19), “Combating Terrorist Use of Explosives in the United States,” establishes the overall national policy and calls for the development of a national strategy and an implementation plan for the deterrence, prevention and detection of, protection against, and response to terrorist use of explosives in the United States. The Department of Justice (DOJ) and the Department of Homeland Security (DHS) in coordination with the Department of Defense (DoD) and other interagency partners developed the National Strategy to Combat Terrorist Use of Explosives in the United States and the HSPD-19 implementation Plan which provide a way forward that streamlines and enhances current activities thereby reducing conflict, confusion, and duplication of effort among interagency partners.
  • HSPD-19 designates DHS as the lead agency for coordination of research, development, testing, and evaluation (RDT&E) projects related to combating terrorist use of explosives and EDs in the homeland. The Science and Technology Directorate (S&T) coordinates the interagency advancement of priority technology capabilities.
